That part of Madison and St. Clair counties within the following boundary: The intersection of Collinsville Rd. and the A & S railroad tracks north to the intersection of Route 111, then north along Route 111 to the intersection of Route 162, then east along Route 162 to Route 4, including Maryville and Troy, then south to the County line, then following the St. Clair County line to it’s southern most extremity and then west to it’s intersection with State Aid Rd. 17, then along 17 northeast to State Aid Rd. 39, then along 39 north to the intersection of State Aid Rd. 40, then northeast along 40 to Route 163, then along 163 north to route 157, northeast along 157 to the county line, then west along the county line to the intersection of Collinsville Rd. and the A & S railroad tracks. This includes the cities of Belleville, Floraville, Freeburg, Lenzburg, Marissa, Millstadt, New Athens, O’Fallon, Scott AFB, Shiloh, Smithton, and those parts of Fayetteville and Mascoutah west of Route 4. That portion of St. Clair, Madison and Monroe counties east of the Mississippi River, on the north, U.S. Highway 66 and by-pass 40 to include both sides of Highway 66 to and including Mitchell, IL. Then east along both sides of Highway 66 to State Highway 157, then south on 157 to Highway 162, then west to the point where 162 and 35 meet, then south to the intersection of Highway 40 and A & S tracks, then east on Highway 40 to State Highway 157, then south on 157 to Highway 163, follow 163 to Imbs Station Road, then to Triple Lakes Road, then south to the Monroe County line, all of Monroe County and that territory five (5) miles extending into Randolph County to include the town of Red Bull, IL.
